That is one way to look at it, but it would be a very uphill battle with
the CRTC. Thy prefer to "encourage compmetition" over directly
restricting business models.

If you want the CRTC to do something, it helps to try to look at it with
their lense.

ISPs offer "free" email not because they are eager to raise their
expenses, but because, once a customer takes the bait, it increases
their cost of switching to another ISP. The "free" email address becomes
a barrier to changing providers, thus an inhibitor to competition.

An that is loath to the CRTC.

It is the very reason they mandated number portability: It lowered the
barrier to switching providers.
