 From what I understand of how things work, "offshore" should simply not even be 
an option, that's most likely to yield low quality work that you'd have to redo.

You can definitely do remote work, but the remote location should be somewhere 
nearby.  One doesn't have to physically be in Victoria but they can be within a 
few hours travel and within a timezone or so, Canada preferably or US.  You can 
face-to-face with Zoom etc quite easily.

So someone similar enough to yourself, not required to relocate, would make them 
happier and you would save money versus them having the hassle of relocation.
