[Discuss] Package Management is Bane of Latex

Hello,

Does anyone know of a Latex package manager (ie: CTAN packages) that
will work with Kile (or any other TeX floober) on Debian?

I swear, the only thing that is along term issue with latex is the
package management.

I am downloading  texlive-full in hopes I can use tlmgr but I am not 
convinced the two use the same paths.
