After a lot more reading I think I may have answered my own question. If 
app developers start containerizing their applications there will be 
little need for distro developers to ensure that the apps run on their 
OS they will only have to provide a docker engine. Assuming everyone can 
agree on a container format. Presumably, distros will still have to 
provide a desktop GUI (eg KDE, Gnome, etc) or would the docker engine 
also provide a GUI? Also it's possible that the fact that the apps are 
containerized may be somewhat opaque to the desktop user?
