[Discuss] local ISP that provides externally reachable IP address

It seems to me that the most future-proofed way to have an externally reachable 
IP address is to run your service on an IPv6 address rather than an IPv4 one. 
There should be no reason for an ISP to NAT IPv6. -- Darren Duncan
