Drew,

I wonder if it is a "feature" of the DSL head end equipment. I saw
something similar with TekSavvy. If the router did a IA_NA request (request
an address) then the PD would only be a /64. But if there was no IA_NA in
the request, the PD would be a /56! Because IPv6 can use link-local
addresss a Globally Routable Address (GUA) is not needed on the WAN
interface (of the router). I wrote up a description of this for my old
TekSavvy connection:

OpenWrt can also be configured to not request a GUA WAN address (IA_NA)
