Try TekSavvy - they allow a lot of services to be self-hosted at home.

Can say with certainty they operate in Victoria, but probably do: 
they're everywhere.


I think the only things they exclude are SMTP and DNS, which is fair due 
to the potential for disaster should some mis-config / hack occur.

(i.e. getting the ISP's reputation damaged due to spam originating from 
their network, or DNS reflection attacks.)
